Fahrplan für den Aufbau einer klimaneutralen Wasserstoffversorgung entlang der Donau

Projektbeschreibung

Das Ziel des Sondierungsprojektes „H2 meets H2O“ ist die Machbarkeit und Sinnhaftigkeit einer auf der Logistikachse Donau aufbauenden Wasserstoffversorgung aus technischer, rechtlicher und sozioökonomischer Sicht zu beurteilen. Als Basis dienen dabei die relevanten Strategien der Europäischen Union (insbesondere der Europäische Green Deal), sowie nationale Strategien (z.B. der Mobilitätsmasterplan 2030), welche die Herausforderungen am Weg zur Klimaneutralität behandeln und zu beantworten versuchen. Basierend auf einem multimodalen Versorgungskonzept, von der Produktion des Wasserstoffs bis zum Endverbraucher, sollen die logistischen Grundlagen für ein nachfolgendes F&E-Projekt mit innovativen Pilotanwendungen für Binnenschiff, Bahn und LKW, geschaffen werden. Wasserstoff ist dabei einerseits Frachtgut und andererseits ein alternativer Kraftstoff, welcher zur Reduktion von Emissionen und Immissionen im Bereich Gütermobilität beitragen kann. Die Binnenschifffahrt und deren Infrastruktur spielen als Dreh- und Angelpunkt dabei eine wesentliche Rolle um nachhaltige und klimaneutrale Logistikketten zu gestalten. Zentrale Alleinstellungsmerkmale des Projekts sind dabei die umfassende Vernetzung relevanter Stakeholder in mehreren Workshops, der multisektorale Zugang, die Erschließung der Entwicklungspotentiale von Häfen als Wasserstoff-Hubs, sowie die Überlegungen betreffend eine internationale Ausrollung der Lösungsansätze im Donauraum. Ergebnis des Sondierungsprojekts ist ein, durch aktiven Stakeholderdialog partizipativ erarbeiteter, Fahrplan zur Implementierung von Wasserstoff-Infrastruktur, einhergehend mit wasserstoffbasierten Transport- und Antriebstechnologien in der Schifffahrt. Weiters werden potenzielle Synergieeffekte in Bezug auf multimodale Güterlogistikketten analysiert und dargestellt. Die starke Einbindung relevanter Stakeholder bereits vor Projektbeginn, sowie innerhalb des Monitoring-Prozesses, inklusive der Workshops und die dadurch angestoßene Bewusstseinsbildung, sorgt einerseits für eine breite Akzeptanz des entwickelten Fahrplans und andererseits wird bereits die Grundlage für ein folgendes Umsetzungsprojekt gebildet.

Abstract

The aim of the project “H2 meets H2O” is to assess the feasibility and applicability of hydrogen supply along the Danube as logistics backbone from a technical, legal and socio-economic point of view. The relevant strategies of the European Union (in particular the European Green Deal), as well as national strategies (e.g. the 2030 Mobility Master Plan), which attempt to provide answers towards climate neutrality, serve as a basis. Based on a multimodal supply concept, from the production of hydrogen up to the end-users, the logistical basis for a subsequent R&D project with innovative pilot applications for inland vessels, railways and trucks shall be created. Hydrogen is on the one hand a cargo and on the other hand an alternative fuel that can contribute to the reduction of emissions and immissions in freight mobility. Inland waterway transport and its infrastructure as core topics play an essential role in creating sustainable and climate-neutral logistics chains. Unique characteristics of the project are the extensive network of the relevant stakeholders in several workshops, the multisectoral approach, the exploitation of the development potential of ports as hydrogen hubs, as well as the considerations regarding the international rollout of the innovative solutions in the Danube Region. The result of the project is a roadmap for the implementation of hydrogen infrastructure, along with hydrogen-based transport and propulsion technologies in shipping, developed in a participatory manner through active stakeholder dialogue. Furthermore, potential synergy effects in multimodal logistic chains will be analysed and presented. The strong involvement of relevant stakeholders even before the start of the project, as well as within the monitoring process, including the workshops, also leading to awareness-raising, ensures broad acceptance of the elaborated roadmap. These are the sound basis for a subsequent implementation project.
